The body of the tool is nickel silver ( often called German silver, it contains no actual silver) and could use a light polishing with some metal polish to bring it back to its original high lustre. The points , fasteners ,rack and gear are precision machined steel . The moveable vernier scale appears to be brass that is plated and shows some loss of the plating. There is one ID etching along the side of the tool. I have taken a close-up of this.
